WestEd, a nonprofit research, development, and service agency, works with
education and other communities to promote excellence, achieve equity, and
improve learning for children, youth, and adults. While WestEd serves the
states of Arizona, California, Nevada, and Utah as one of the nation's
Regional Educational Laboratories, our agency's work extends throughout the
United States and abroad. WestEd has 16 offices nationwide, from Washington
and Boston to Arizona, Southern California, and its headquarters in San

The Center for Child and Family Studies (CCFS) is the largest program at
WestEd and is dedicated to ensuring that young children around the world
have a safe, healthy, emotionally secure and intellectually rich start in
life. Its work focuses on promoting the availability of research-based
quality care and education for children birth to five; improving the
effectiveness of supportive intervention for all children and families
living in poverty; and influencing national, regional, and local policies
and practices that have an impact on young children and their families.

CCFS has been deeply involved in service to children birth to five years of
age in California for over 30 years. A significant and important thread of
work in California has been our close collaboration with the California
Department of Education (CDE), Child Development Division (CDD). For over 20
years this collaboration has established California as a leader in the
nation for its quality improvement efforts for young children. In
particular, California's state-of-the-art, research- and evidence-based
Infant/Toddler Learning and Development System and its component parts stand
out as an exemplary training model for the nation.

CCFS has extensive experience supporting the development of infant/toddler
statewide systems and providing training and technical assistance (t&ta) in
15 other states. CCFS has also been working internationally, providing t&ta
to childcare providers in hospital settings and children's homes, and
advising on the development of Infant/Toddler systems.

- Program for Infant/Toddler Care (PITC). A collaboration between CDE/CDD
and WestEd, PITC is a comprehensive set of training materials and strategies
for the infant/toddler early education field, in particular program
directors, college faculty, and other professionals responsible for training
infant care teachers in California and throughout the nation. Visit

- E3 Institute Advancing Excellence in Early Education. The E3 Institute
supports and strengthens early childhood professional development through
education, recruitment, and financial incentives. Visit

- English Learners, Language, and Literacy in the Early Years (ELLLEY).
These interactive seminars weave together concepts and evidence-based
strategies that teachers can use daily with preschool English learners.

*Position Description*

The purpose of this position is to provide leadership in business
development for CCFS. The position's responsibilities include establishing
and maintaining productive relationships with new clients, proposal
development, working closely with WestEd's Institutional Development Office,
and coordinating CCFS's ongoing strategic planning process. Working closely
with WestEd's Communications Office, the staff member in this position will
also be responsible for overseeing the branding of CCFS, including
overseeing content on the center's web sites.

*Responsibilities*

Program Responsibilities:
Under the direction of the Center Co-directors:
- Lead business development and marketing efforts for CCFS, both nationally
and internationally.
- Nurture new and existing relationships with clients, partners, and
funders.
- Explore new avenues for funding.
- Develop proposals to potential funding agencies.
- Collaborate with CCFS' Co-directors and other lead staff to develop and
package products and services that are responsive to the needs and interests
of public and private funding agencies.
- Build CCFS capacity as it relates to proposal development.
- Monitor trends in public policy that may have an impact on funding streams
that support CCFS' work and develop strategic plans to respond to the
trends.
- Develop and actively pursue an international growth strategy.
- Work closely with WestEd's Institutional Development Office to coordinate
strategic planning and business development activities.
- Plan special events and activities as they relate to business development.

- Work closely with WestEd's Communications Office to support/lead marketing
efforts of both CCFS and its projects.
- Develop approaches to making CCFS' work visible to the public, including
oversight of CCFS web sites.

Management Responsibilities:
- Manage the development of substantive and financial reports to funding
agencies.
- Develop proposal budgets.
- Coordinate larger proposal efforts that include multiple CCFS teams.
- Manage proposal development systems, in coordination with WestEd's
Institutional Development Office.
- Act as a first contact with funding agencies.
- Deliver reports and related documents within budget and on time.
- Participate as a member of CCFS' Program Council.
- Lead and manage strategic efforts, e.g. acquiring/integrating new teams.

*Qualifications*

- Masters Degree in business administration, public administration,
educational administration, or related field.
- Demonstrated expertise in business development, proposal development and
marketing.
- Familiarity and experience with childcare policies and practices.
- Experience in the early childhood field preferred.
- Excellent oral communication and writing skills.
- Success in developing proposals to funding agencies and corporate funding
entities.
