Summary

Pacific Resources for Education and Learning (PREL) is a nonprofit
corporation providing educational research, development, training, and
technical assistance services to the Pacific region of American Samoa, the
Commonwealth of the Northern Mariana Islands, the Federated States of
Micronesia (Chuuk, Kosrae, Pohnpei, and Yap), Guam, Hawai‘i, the Republic of
the Marshall Islands, and the Republic of Palau. PREL is a unique,
multicultural organization that places a priority on a positive, supportive,

The CEO is the top executive and principal organization leader for PREL. The
CEO plans, develops, and establishes policies and objectives of PREL in
accordance with Board directives, the PREL charter, and the organization’s
mission and vision. S/he is responsible for mission alignment, operations
and financial sustainability of the entire organization. The CEO directs and
coordinates formulation of financial programs to provide new funding, to
maximize returns on investments, and to increase productivity in the
interest of the PREL mission.

The CEO relies on experience and judgment to plan and accomplish goals,
communicates on an ongoing basis at all levels, performs routine
programmatic and staff reviews, and communicates to the Board the progress
of PREL projects.

The CEO serves as the key representative to clients, partners, government
officials,
legislators, and the public.  S/he evaluates performance of executives and
manages Board activities and committees.

Job Duties

• Maintains a shared vision and mission for PREL.
• Serves as the chief liaison to the Board and its governance functions.
• Leads organizational long and short-range planning aligned with PREL’s
mission and vision.
• Establishes and maintains an entrepreneurial, revenue generating
environment for PREL and its primary constituency.
• Consistently and effectively grows PREL, its organization, work, and
staff.
• Establishes a positive, supportive, and nurturing organizational climate,
work environment, and employee support system.
• Provides for the effective and efficient management of all aspects of
PREL.
• Serves as PREL’s chief spokesperson to stakeholders, funding sources, and
others in the educational community and at-large.
• Supervises the executive management team and evaluates their performance
in achievement of objectives and program implementation.

PREL’s contract environment requires the ability to effectively plan and
meet short timelines and changing conditions.

Physical Demands
The CEO position requires extensive travel (30%+) in and outside of the
United States.

fiscal/technical competence.
• Technology savvy and proficient use of common technologies such as email,
presentation software, etc.

Education

Doctorate in education or a closely related field required.

Experience

• Relevant high-level experience in education in the Pacific, and respect
for the Pacific island cultures, people, and educational systems.
• More than five years of experience managing substantial government
contracts (ideally the U.S. Department of Education) and grants in the
education field with demonstrated success managing revenues in excess of 5
M, in a medium- sized organization.
• Proven success in securing funding streams over a minimum five-year period
to sustain a medium-sized organization.
• Five plus years supervising and managing large groups/teams with direct
supervision of education professionals.
• Successful experience with visible and strategic partnership development.
A strong network of contacts in the education field and proven ability to
build collaboration from multiple partners and sectors.
• Proven experience communicating with diverse audiences and leading teams
with diverse interests.
• Experience working with the US Department of Education, other federal
agencies, private foundations, or international funding agencies that award
education grants.
