The Office of Migrant Education (OME) is seeking three qualified application
reviewers for the Migrant Education Program Consortium Incentive Grants (MEP
CIG) Competition. Although exact dates have not been confirmed, we
anticipate that the panel review of applications will take place in July
2008 in *Washington**, DC*. Each application will be reviewed and analyzed
by one panel of three non-federal employees before being recommended for
funding.

Specifically, to be considered as a reviewer, your résumé will need to
demonstrate experience in one or more of the following areas:

                *       Program evaluation;
                *       Migrant education;
                *       Secondary education;
                *       Limited English proficiency;
                *       Innovative educational technologies;
                *       Reading and/or math programs;
                *       Early childhood programs; and
                *       Implementation of State/local partnerships.

Prior experience in reviewing grant applications against selection criteria
is desirable.

The purpose of the Migrant Education Program Consortium Incentive Grant
program is to provide competitive incentive grants to State educational
agencies (SEAs) receiving MEP formula grant awards that participate in
high-quality consortia with another State or appropriate entity to improve
the delivery of services to migratory children whose education is
interrupted. For additional information about this program, please visit
our web site:  http://www.ed.gov/programs/mepconsortium/indes.html.

If you are interested in being considered as a reviewer, please submit your
current résumé by *4:30 p.m. (EST) on June 3, 2008* to Alejandra
Vélez-Paschke via e-mail (preferred) at alejandra.velez at ed.gov, by fax at
202-205-0089, or by regular mail or courier to the following address:

To apply to serve as a reader, will need to submit a complete, current
résumé (up to the present month) that includes information such as complete
dates of employment, list of job duties/responsibilities, any education
degrees or certificates with dates received, and, if a consultant, a list of
current projects. Staff of State Education Agencies who are applying for a
FY 2008 CIG grant will not eligible to serve as application reviewers.

Qualified individuals who are selected as readers will: (1) participate in
a training session on the Monday morning of the review week, (2)
independently read, score and prepare written comments on all grant
applications, and (3) participate in a panel discussion of the applications
with the other readers. The review process will require readers to travel
to Washington, D.C. on a Sunday afternoon or evening and return home late
Wednesday afternoon/evening. Readers will be paid an honorarium for each of
the three days of the application review, and will receive a per diem
allowance for meals and incidental expenses. Furthermore, upon receipt and
approval of all necessary electronic information (DUNS, payment routing,
etc.), travel to and within Washington, D.C., and lodging will be arranged
for in advance by the Department of Education.

Please understand that submitting a résumé does not automatically ensure
your selection as a field reader. It will, however, inform the OME of your
interest in serving as a reader. It is very important that current
experiences, education, and training are reflected in each résumé. The OME
will select both primary and alternate readers.

Thank you for your interest in the MEP CIG program. Please feel free to
communicate with me via telephone or e-mail with any questions.

Sincerely,

Alejandra Vélez-Paschke
