The Connecticut State Department of Education is currently recruiting for an
Education Consultant position within the Bureau of Special Education.  *The
job class will be based on the credentials of the candidate.*



*GENERAL STATEMENT OF DUTIES:*

* *

Provides leadership and oversight of the Surrogate Parent Appointment System
(SPAS).  Ensures that the SPAS is in compliance with state and federal
regulations and statutes.  Other significant work may include focused
monitoring of public schools, mediation and complaint investigation and
providing technical assistance to parents, local education agencies (LEA)
and other interested parties on all aspects of special education.
Responsibilities
and assignments may change to meet departmental needs.

*EXAMPLE OF DUTIES:*

·     Key individual within the Bureau managing and overseeing all duties of
the SPAS to ensure compliance with federal and state statutes;

·   Technical assistance to the public regarding the SPAS;

·   Recruitment of surrogate parents as well as the coordination of training
of surrogate parents;

·   Monitor activities of surrogate parents and reassign cases to maintain
manageable caseloads;

·   Develop and provide correspondence to surrogate parents and the general
public;

·   Serve as liaison to the Department of Social Services and the Department
of Administrative Services in the area of Medicaid reimbursements for School
Based Child Health Services;

·   Perform focused monitoring of LEAs;

·   Mediation and complaint investigation;

·   Technical assistance to parents, LEAs and other interested parties on
all aspects of special education; and

·   Perform other duties and special assignments as determined by the Bureau
Chief.



*QUALIFICATIONS:*

*Knowledge, Skill and Ability:*

* *

A thorough understanding of the federal Individuals with Disabilities
Education Act (IDEA) and regulations, especially those impacting the
surrogate parent program; understanding of the planning and placement team
process, IEP development and implementation; and experience in managing
large systems or grants.  Additionally, knowledge of the philosophy and
methods of education, with particular reference to the federal reporting
requirements under IDEA 2004; skill in report writing; data analysis;
experience in developing and managing grants; knowledge of special education
law and programs; knowledge of public school systems; knowledge of public
and private special education programs; knowledge of other state agencies
and their educational programs/policies; familiarity with national trends
and state practices related to student support services; ability to
facilitate and contribute to small group meetings and individual discussions
through interpersonal skills and professional knowledge; good writing
skills; and ability to develop and maintain cooperative working
relationships.



*Minimum Experience and Training Required: *

*Education Consultant**:*  An earned advanced degree and eight (8) years of
relevant professional experience *or in lieu thereof*, an equivalent
combination of experience and training as approved by the appointing
authority.



*Associate Education Consultant**:*  An earned advanced degree and five (5)
years of relevant professional experience *or in lieu thereof*, an
equivalent combination of experience and training as approved by the
appointing authority.
