Director, Regional Educational Laboratory Pacific Program
Job Description
The Director plans and manages implementation of the Regional
Educational Laboratory – Pacific (REL_P) program funded by a contract
with the U.S. Department of Education. More information can be found

The Director will be critical in responding to future competitions for the
work.
REL-P program includes a five year research project and planning and
management of multiple short-term research projects each year. The
Director is responsible for all aspects of the REL-P program,
providing rigorous educational research and technical assistance that
meets the needs of public education in the Pacific region. The
Director works closely with the REL-P governing board and the PREL CEO
and Board of Directors to meet all contract requirements. S/he
coordinates activities of and consults routinely with high level
government and school officials, presents to academic and public
audiences, manages a large staff in multiple locations, is accountable
for producing high quality deliverables, and compliance with contract
requirements. The annual budget is approximately four million dollars.
PRIMARY JOB DUTIES
• Plan and lead the REL-P work program that responds to the Institute
of Education Sciences (IES) contract requirements and the needs of
clients served by the REL-P. (former US-affiliated Pacific region.)
Develop annual plans and budgets based on input from individual task
leaders and needs assessment data from quantitative and qualitative
sources; ensure appropriate staffing, maintain relationships and
respond to requests from the Institute of Education Sciences (IES);
develop and submit required reports; negotiate contracts and memoranda
of agreement with partners and appropriate vendors; comply with
contract requirements, and follow directions and guidance of the REL-P
governing board.
• Supervise the implementation, monitoring, and evaluation of REL's
program goals and objectives. Assist REL-Ps by successfully engaging
in needs assessment, research, development, dissemination, training,
and technical assistance. Ensure quality in all aspects of REL work,
facilitate processes to implement activities, and submit deliverables
that meet IES requirements and meet PREL's high standards of quality.
• Supervise and develop REL professional and support staff, as
assigned. This will include task leaders whose major area of
responsibility is in the REL, and support staff assigned to the the
REL Director. Organize and facilitate regular team meetings of REL
staff to monitor progress and quality of work.
• Develop and manage high-level partnerships and collaborations to
advance REL-P work including the Technical Working Group (TWG), the
REL Leadership Team, the Reading Advisory Group and the REL-P
governing board. Actively participate in the activities of other
program partners such as the Pacific Curriculum and Instruction
Council, the Pacific Higher Education Council as needed.
• Manage and/or assist task leaders in managing all REL-P
subcontracts. This includes developing clear work scope and
responsibilities, obtaining pre-approval from US ED IES, and ensuring
oversight of the work.
• Assume overall fiscal responsibility for the REL-P program by
developing budgets and monitoring project spending and
training/oversight of subaccount managers as needed.
• Comply with PREL policies and procedures. For example, approve
timesheets, travel, leave requests, etc. appropriately and in a timely
manner. Complete IMS reports routinely and ensure their completion by
subordinates as needed. Recommend appropriate changes in policies and
procedures to better facilitate program operations of PREL.
• Assume leadership roles in organizational activites and cross-unit
efforts. Participate actively and promote participation throughout the
organization in PREL events, training, and initiatives.
• Represent PREL in national and regional meetings that relate to REL
work in particular, and are relevant educational programs, in general.
For example, leading and participating in meetings and technical
assistance activities to support stakeholders in the Pacific region
and/or to enhance other related programs such as comprehensive school
reform; and participate in meetings and training sessions to support
other Federal initiatives such as Reading First and others.
• Plan and implement collaborative activities with partner agencies in
such activities as the annual Pacific Educational Conference. Such
activities leverage resources of participating organizations to
further promote REL activites and provide needs sensing opportunites
for PREL and the region.
• Work closely with key educational stakeholders and decision makers
to ensure the REL addresses the needs of the region.
Other duties:
• Assist and/or assume leadership, as appropriate, in PREL's proposal
development. For example, assume leadership role in the development of
the new REL proposal, assist in other PREL program proposals such as
the comprehensive center, and seek out opportunities for other work
under PREL.
• Communicate with national, regional, and local agencies to support
and enhance PREL activities. For example, support dissemination of
informational resources from national, regional, and local agencies to
constituents; and develop plan with appropriate partners to
communicate PREL/REL-P services and products to various audiences.
• Perform all other duties as assigned.
WORKING CONDITIONS
This position is located at PREL's Honolulu office. PREL's contract
environment requires the ability to effectively plan and meet short
timelines and changing priorities. Strong staff collaboration in work
assignments is a standard at PREL. Normal office hours are 8:30 a.m.
to 5:00 p.m., Monday through Friday. This is an exempt position which
will require working outside of normal business hours and will, from
time to time, require regular travel in and outside of the United
States.
QUALIFICATIONS
• Doctorate highly desirable. Masters degree plus ten-plus years
leading large-scale research-based studies in education and US ED
program management required.
• An additional 6 to 10 years experience working with schools and/or
other educational systems or related organization in teaching and
administrative roles, preferably some of which was within the
U.S.-Affiliated Pacific.
• Experienced and comfortable with current technologies relevant to an
office environment and educational research. Excellent and experienced
technical writing ability required. Writing samples will be requested
from candidates.
• Successful experience managing large, complex Federal or other
contract/grant programs.
• Successful experience working as a team member with staff, partners,
and constituents. Demonstrated ability to develop and maintain
positive working relationships at all levels of governance,
institutions and partner groups.
• Demonstrated ability to lead and manage multiple program activities
and initiatives.
• Demonstrated ability to lead a diverse staff in a positive,
supportive, and productive manner. Experience in supervision over both
professional and support staff.
• Excellent communication skills are required for this position. The
position requires communicating with other staff, clients, and
funders, on a regular basis via telephone, in writing and
electronically.
• Evidence of successful work in multi-cultural settings. Successful
experience working in education in the Pacific region highly desired.

Days/Hours of Work:
Office open hours: 8:30 a.m. to 5 p.m., Monday through Friday. This is
a regular, full-time, exempt position and, as such, will be required
to work additional hours as called up on to accomplish assigned tasks.
TERMS OF EMPLOYMENT
Position is located in our Honolulu office and is available
immediately, subject to terms of employment, job performance and/or
continued funding.
Employment is "at will" and can be terminated at any time, either by
the employee or PREL, with or without cause or reason and with or
without notice.
