The Washington State Office of Superintendent of Public Instruction seeks a
Director of Migrant and Bilingual Education who will provide the
collaborative and visionary leadership in the lead educational agency for
the State of Washington. This person will also have the opportunity to focus
the direction of programs critical to the education of migrant and bilingual
children statewide. The Director will be responsible for building strong
cooperative relationships between the Agency and the service providers,
including local school district administrators and teachers, social
agencies, and community leaders. The Director will be responsible for
establishing solid working relationships with the governor's staff and State
and Federal legislative and program staff. The position requires an MA in
education or related field and 5 years' experience as an administrator or
supervisor of a District, State or National Bilingual or Migrant Program.

Migrant and Bilingual Program Supervisor
Washington Management Service
The Washington State Office of Superintendent of Public Instruction (OSPI)
is seeking a visionary and dynamic leader to join the OSPI team as a Migrant
and Bilingual Program Supervisor. This critical and innovative full-time
position is based in Olympia, Washington. Interested candidates are

OSPI Mission and Vision
In collaboration with educators, students, families, local communities,
business, labor, and government partners, the Office of Superintendent of
Public Instruction leads, supports, and oversees K-12 education, ensuring
the success of all learners. Washington's education system prepares each
student to live, learn and work as productive citizens in the 21st century.
Scope of Position
The primary responsibility of the Migrant and Bilingual Education Program
Supervisor is to work with the state director of the Migrant/Bilingual unit
to improve skills and knowledge of teachers, para-educators, and
administrators in the area of Migrant education, second language acquisition
and bilingual instructional program models. The Program Supervisor will
work with OSPI, ESDs, and individual school districts to provide
comprehensive professional development and technical assistance to
approximately 190 school districts that serve over 85,000 English language
learners statewide in grades k – 12. In addition, the Program Supervisor
will assist in reviewing programs for compliance with state and federal
requirements and providing technical assistance to school districts.
Responsibilities Include:
• Review and approve school district applications for migrant and
bilingual funding.
• Provide professional development and training to teachers,
para-educators, and administrators regarding research-based instructional
practices for English language learners (ELL).
• Collaborate with the OSPI, ESD, and school district staff in planning
and delivering training and technical assistance on instructional strategies
and assessment for ELL.
• Provide technical assistance to local educational agencies on best
practices in the areas of language acquisition, ELD Standards, curriculum,
curriculum adaptation, instruction, and assessment of English language
learners.
• Participate with agency staff on a consolidated program reviews and
evaluations that includes accommodations for needs of bilingual students.
Desirable Qualifications:
• Knowledge of second language acquisition research, theory, and
application as it pertains to the education of English language learners.
• Organizing and managing state level in-service training for diverse
classrooms teachers and para-educators, and administrators.
• Experience in delivering technical assistance to school district staff
on program requirements.
• Ability to provide technical assistance to LEAs on compliance issues
relating to state and federal programs and their requirements.
• Excellent communication skills both written and verbal with the ability
to make clear, persuasive presentations to diverse groups.
• Strong commitment to the principles of high quality customer service,
trust, teamwork and collaboration.
Desirable Education and Experience:
• Undergraduate major and graduate work (master's preferred) with an
emphasis in bilingual/ESL.
• Five years of K–12 teaching experience in bilingual programs,
elementary, middle school, or secondary preferable.
• Bilingual skills preferable.
• Experience in providing professional development
• Knowledge of assessments for English Language Learners.
Compensation
The annual compensation range for this position is $65,000-71,047 and will
depend upon qualifications. Washington State has a generous benefit package
including health, dental, and life insurance, retirement, and an optional
deferred compensation program.
