(NAME-MCE) question re ESL and Praxis tests

I am wondering how you are assessing the students' apparent fluency in English.? I am also curious about the nature of the Praxis tests.? These students may be quite fluent with their oral skills (BICS) and not as capable with their academic skills (CALP).? If their fluency is being assessed only by listening to them, the listener can be fooled.? Do you have any other information?

I am looking for some research data and/or articles regarding the Praxis
Tests for students who grew up as ESL.  I have many college students for
whom English was not their first language and they appear to be very
fluent in English.  They all seem to have trouble with the reading and
writing parts of the Praxis tests .  Can anyone help with any information
on this topic?
