(NAME-MCE) standardized testing and ELL

I have posted on here about this issue before but may I "vent again" and
get some feedback?

I work in Higher Education with minority students (primarily students who
have been ELL).  Standardize tests such as Praxis I and II are very unfair
to these students and are impacting how many of them can actually teach
after getting their degree.

This week I had another student who has a high GPA graduated in 4 years
with a minor and double major in addition to a study abroad semester yet
scored low on the GRE..  Grad schools have contacted her and said she is
an excellent candidate and they would love to have her but the GRE needs
to be higher.

What can be done (if anything) to help them with standardized testing?  I
am desperate to find some solution.
