I would definitely encourage you to look at New Mexico State University's
TEP and ECE Programs.

Sorry for the mass email but for another option for a masters and 

licensure on the East Coast, the Early Childhood Education program birth 

to 8 (UTEEM) at George Mason University in Virginia is a nationally 

recognized model that prepares teachers to work with children and 

families from linguistically, culturally and ability diverse 

backgrounds. The program has a strong emphasis on social justice and 

multicultural education. Check GMU website for more information: 

www.gmu.edu and go to the College of Education and Human development 

pages.
