Linda,
You ask a great question. And, the answer is such a long and complex one. I
happen to live in a state that has the highest percentage of immigrant children
and the worst record on bilingual education. In 1996, the voters of California
legalized English only instruction. Making us the first state to deny a child
instruction in his/her primary language.
Having said this, we have some great examples of how bilingual education can
serve the children of immigrants and English speaking children. The highest
quality bilingual program can insure bilingualism for alll children. Bilingual
education if done right--not only guarantees a child two languages, but access
to the core curriculum. Most importantly, bilingual education honors the
cultural and linguistic knowledge of people who are often marginalized. As
opposed to stripping a people of thier language and dehumanzing thier history
and culture. If done improperly it can ruin a child's self-esteem, regulate him/
her to remedial classes and deny him/her a rigorous curriculum.
