SCOPE OF WORK
Curriculum Training Specialists in Doha, Qatar
The Academy for Educational Development (AED) is seeking qualified
Curriculum Training Specialists with subject-area and school level
(math, science or English) expertise and a strong background in
training and course design. Nine month contract starting on September
9, 2007. Curriculum Training Specialists will work on the
Implementation of Qatar's Education for a New Era reform initiative
(http://www.english.education.gov.qa/) specifically in the design and
delivery of subject specific professional development programs to over
1000 teachers in Qatar.
Positions
AED is looking for the following 10 Curriculum Training Specialists to
fulfill the below responsibilities: primary math, primary science,
primary English, preparatory math, preparatory science, preparatory
English, secondary math, secondary science, secondary English, and
assessment specialists.
Key Objectives of the Position
Curriculum Training Specialists will be expected to design and
developed advance trainings to extend the teachers:
• General understanding of Qatar's Curriculum Standards and modern
teaching and learning approaches;
• Subject specific or age phase knowledge and understanding of the
Curriculum Standards for their subject or grade; and
• Improve their pedagogical skills and the range of teaching methods
that they are able to utilize in the classroom.
Areas of Responsibility
• Following site visits and initial needs analysis of Qatar
independent schools, establish guidelines and framework for training
course development;
• Design in-depth subject specific national training courses for
teachers with the objective of advancing their skills using the Qatari
curriculum standards including: assessment practices, use of
Information Communications Technology (ICT), and student-centered
instruction;
• Deliver high-quality, innovative training to Qatari teachers that
will positively affect and inform the following classroom teaching
practices: assessment methods, differentiation, collaborative
learning, curriculum planning, rubrics, and reflective practices
• Conduct follow-up observations and trainings at the school level to
ensure training programs are transferred to schools;
• Conduct research on relevant best practices;
• Develop a database of global best practices in teaching and instruction;
• Write reports as required.
Qualifications and Experience
The following qualifications are expected for this position:
• Advanced degree in a field related to education, educational
development or English, math, or science;
• At least five years of training experience including course design
and development;
• Knowledge of advanced frameworks for professional development;
• Familiarity with the train-the-trainer method;
• Content-area expertise in English, math, or science
• Experience in curriculum design, assessment methods,
differentiation, collaborative learning, rubrics, and reflective
practices
• Familiarity with the Qatari curriculum standards or ability to learn
and become familiar with Qatari curriculum standards rapidly;
• Ability to adapt resources as appropriate;
• Middle East regional experience preferable;
• Excellent organizational, written communication and problem solving skills;
• Demonstrated excellence in presentation skills and training delivery;
• Strong technology skills;
• Demonstrated ability to work effectively and collaboratively in a
multicultural and multi-ethnic community;
• A high level of energy and creativity;
• A commitment to high quality products and delivery schedules; and

In-Country Manager
Curriculum Training Project in Doha, Qatar
The Academy for Educational Development (AED) is seeking qualified
In-Country Manager to oversee the operations and management of an
Advanced Training Program in Qatar which focuses on training teachers
on the national curriculum standards.
Project Summary
This is a nine month project funded by the Supreme Education Council
of Qatar. The In-Country Manager will be affiliated with the
Implementation of Qatar's Education for a New Era reform initiative
(http://www.english.education.gov.qa/) specifically in the leadership,
overall management and technical direction in the design and delivery
of subject and school level specific professional development programs
to over 1000 teachers in Qatar.
The three main goals of the training program are to extend the teachers:
• General understanding of Qatar's Curriculum Standards and modern
teaching and learning approaches;
• Subject specific or age phase knowledge and understanding of the
Curriculum Standards for their subject or grade; and
• Improve their pedagogical skills and the range of teaching methods
that they are able to utilize in the classroom.
Position Summary
The In-Country Manager will provide leadership, overall management,
and technical direction for the project's three main technical
programs: i) Training Design, ii) Training Delivery, and iii) Training
Evaluation. He/she is responsible for the management and supervision
of all activities carried out in the technical portfolio under the
project. The In-Country Manager is to ensure that the objectives of
the project are met and all deliverables are provided.
As In-Country Manager, he/she will also:
• Provide overall project management and vision for all project tasks
and supervise key project personnel;
• Provide programmatic, technical, and backstopping leadership to
field based staff;
• Provide guidance in planning and implementing technical program
activities and technical assistance as appropriate and necessary;
• Be responsible for all technical program reporting and documentation;
• Ensure managerial, administrative, and financial procedures comply
with AED and SEC policies;
• Ensure coordination of all project activities with the SEC
Essential Job Functions
Technical Management
• Provide overall management support and vision for all tasks and
supervise the nine curriculum training specialists.
• Manage the development and execution of training workshops and
procedures to achieve training tasks, objectives, and planned results.
• Coordinate with SEC on key aspects of project planning and implementation.
• In close collaboration with AED HQ, significantly contribute to
financial management and accountability of all project activities.
• Significantly support the completion of timely and high-quality deliverables.
• Ensure that managerial, administrative, and financial procedures
comply with SEC regulations and AED policies in conjunction with
AED/Washington support team.
• Schedule, supervise, and assure the provision of logistical support
to all in-country employees and consultants.
Technical Assistance
The In-Country Manager will be responsible for developing the
activities outlined in the contract or delegating them as appropriate.
Through direct supervision of the nine curriculum training
specialists, these responsibilities will include, but not be limited
to the following:
• Coordinate with SEC in all aspects of project planning, monitoring,
and execution.
• Review and approve the training program timeline and all aspects of
the training design.
• Participate, as needed, in review of the evaluation tools and results.
• Coordinate, with the support of AED/Washington, the development of a
best practices data bank
Leadership
• Provide leadership in projecting a positive image of the project
through the participation in meetings, conferences, and other
opportunities conducive to promoting the project's achievements
locally.
• Create good working relationships with the SEC.
• Support a positive working environment for the project team.
• Support a positive working relationship with the SEC and other
agencies working in the region.
Project Reporting and Documentation
Timely submission of deliverables as required by the contract which
will include:
• Timetable for specific subject-based training and training course
development;
• Final report for the project describing progress achieved towards
meeting results and recommendations for the future, and
• Deliverables: will provide copies of all reports and materials
prepared by the staff financed by this contract to the SEC and
AED/Washington.
Qualifications and Experience
The following qualifications are expected for this position:
• Masters degree in a field related to education, educational
leadership, educational development or English, math, or science;
• 10 years of relevant experience required;
• At least 2 years of experience in a senior management role;
• At least 5 years of training experience including course design and
development;
• Demonstrated experience in monitoring performance towards results;
• Demonstrated leadership skills;
• Knowledge of advanced frameworks for professional development;
• Experience in curriculum design, assessment methods,
