of California All Campus Center on Research for Diversity (UC
ACCORD)<http://ucaccord.gseis.ucla.edu/about/index.html>are pleased to
announce a call for papers on the topic of the impact of
restrictive language policies on students, schools, teachers, and
communities. *Proposals will be due no later than September 21, 2007.*
In 2008 it will have been 10 years since the passage of Proposition 227 in
California, that seriously curtailed the offering of primary language
instruction. It will be eight years since the passage of a similar
initiative (Proposition 203) in Arizona, and six years since Massachusetts'
passage of Question 2, modeled on Propositions 227 and 203. There are now
substantial data available to analyze the effects of such policies on
English Learner students. However, the impact of such policies undoubtedly
extends beyond test scores for students into the public perception of the
issues surrounding the education of English Learners, the organization of
instruction in schools, the preparation of teachers and administrators to
work with these students, the attitudes of communities and families about
language and education, and possibly other areas as well. If we are to learn
from these experiments it is imperative that we study what is known about
the impact of these policies, to what extent they have resulted in the
improvement of education and educational outcomes for EL students, and to
consider how the field of education should proceed in attempting to improve
academic outcomes for these students. It is also imperative that we share
the knowledge we have gathered with communities, schools, policymakers, and
other scholars so that a new conversation can be begun about narrowing the
enormous educational achievement and attainment gaps that exist for EL
students.
To this end, UC LMRI, CRP/PDC, and UC ACCORD are coordinating a call for
papers and a series of roundtables and forums to be held during 2008, based
on the commissioned papers. The primary objective is to expand the scope of
our understanding about the impact of restrictive language policies. We
invite empirical studies and analyses that incorporate data from individual
states and multiple states, and we encourage scholars from all
methodological traditions that incorporate evidence-based arguments.
Comparative studies including states or districts that have implemented such
policies compared to those that have not, or pre-post studies are especially
encouraged.
Proposals will be received through *September 21*, and awardees will be
notified of their selection by the first week of October. Each selected
paper will receive an honorarium of $2,000, the first $1,000 payable upon
receipt of the draft paper, and the second $1,000 due upon submission of the
final paper, unless other arrangements are made owing to need to pay for
data collection or research assistance.
*All awardees will be requested to present their papers at the UC LMRI
conference in Sacramento, California, May 2-3, 2008*, for which all expenses
will be paid by UC LMRI. The selection of a paper also implies opportunities
to participate in a number of other dissemination activities with expenses
paid. It is anticipated that the collection of papers will be published in a
peer-reviewed venue.
