ANNUAL SALARY RANGE:  $96,659 - $123,987

The Connecticut State Department of Education (CSDE) is currently
recruiting for an anticipated position of Bureau Chief for the Bureau
of Early Childhood Education.

GENERAL STATEMENT OF DUTIES:

The Chief of the Bureau of Early Childhood Education reports directly
to the Deputy Commissioner of Education and will serve to develop and
implement a system of high-quality early childhood education and
family services in Connecticut's public schools and community-based
programs.  The Bureau Chief will provide leadership to a wide spectrum
of early care and education professionals, providers and policy-makers
around programs and services that eliminate early learning
disparities, develop secure, confident learners from preschool through
the primary grades, resulting in closing performance gaps among
Connecticut's Pre-K to grade 3 students.

EXAMPLE OF DUTIES:

•	Provide SDE leadership and support in developing and implementing
effective preschool and kindergarten student performance standards,
curricula and assessments, aligned to state curriculum frameworks and
student performance goals in all content areas;
•	Provide expert knowledge and leadership in integrating preschool
into a statewide system of school and student accountability;
•	Provide effective leadership within the SDE in establishing
preschool education as an important and essential addition to the
traditional K-12 system of statewide educational programs and
services;
•	Provide effective SDE leadership and team membership to other state
agencies, with preschool interests including, the Governor's Early
Childhood Cabinet, collaborating Early Childhood Education and
preschool professional organizations and advocates that plan for or
provide services to preschool through primary grades students and
their families;
•	Develop effective strategies for families to participate in their
child's learning and accountability for student learning outcomes;
•	Collaborate with other agencies, providers and advocates to promote
comprehensive early childhood services;
•	Provide training and support for the LEA to be the principal early
education leader and effective collaborator in providing needed
comprehensive services to preschool children and families.

QUALIFICATIONS:
Knowledge, Skill and Ability:

An understanding, appreciation and working knowledge of connections
between early childhood/ preschool and adult education.  Expert-level
knowledge of current research, best practices, state and federal
legislation, and SDE initiatives related to at least one area of this
management assignment; the ability and interest to develop knowledge
and awareness level to support staff experts in all areas associated
with this management assignment.  Skills include: Effective oral and
written communication skills in brief and expanded presentation
formats; strong analytical skills as related to legal, legislative and
statistical applications; effective interpersonal and leadership
skills, including persuasion, motivation and collaboration; ability to
delegate responsibility; ability to use technology to foster
efficiency and effectiveness in work-relative tasks; and, the ability
to manage multiple tasks in a high accountability organization.

Minimum Experience and Training Required:

An earned advanced degree and ten (10) years of relevant professional
experience in the field of education or related areas.

Substitutions Allowed:

An appropriate combination of education and professional experience as
determined by the appointing authority.

Preferred Experience and Training:

Earned doctorate degree preferred.  Master's degree required in early
childhood education or closely related specialty.  A strong background
in administration.  Candidate must have experience in administering
preschool accountability components, including student assessment,
program monitoring and compliance.  Minimum of ten (10) years
experience in management of preschool education services in public
schools or community settings.  Successful experience to support
formal degree is expected.

Experience in providing programs which service the needs of adults and
their responsibility to support childhood learning.  Expert content
knowledge in early childhood education.  Demonstrated success in
administering complex initiatives and supporting professionals.
Fostering and supporting collaboration among early care and education
interest across state agencies, provider groups, parents,
policy-makers and advocates.
