ANNUAL SALARY RANGE: $77,193 -$99,210
EDUCATION CONSULTANT
ANNUAL SALARY RANGE: $83,708 – $106,939
The Connecticut State Department of Education is currently recruiting
for two anticipated Associate Education Consultant/Education
Consultant positions in the Equity/Sheff Office. The positions will
be filled at the level of Associate Education Consultant or Education
Consultant. The job class will be based on the credentials of the
candidates.
GENERAL STATEMENT OF DUTIES:
Design and implement strategies that contribute to significantly
desegregating public education in the Hartford Public Schools.
Evaluate the effectiveness of public school choice programs
implemented to fulfill the Sheff v. O'Neill settlement agreement and
direct program improvement efforts to meet standards required by the
agreement. Develop interdistrict magnet schools, charter schools and
other choice programs that will attract students from suburban
districts and increase opportunities for Hartford students to benefit
from reduced isolation settings.
EXAMPLE OF DUTIES:
• Solicit, create, and implement effective public school designs in
Hartford or named Sheff towns to meet established settlement agreement
goals.
• Collect, summarize and analyze information about successful
interdistrict magnet schools and determine best practices for creating
and sustaining academically excellent and racially integrated public
school choice programs;
• Collect, summarize and analyze information about other public school
choice programs and determine best practices for creating and
sustaining academically excellent and racially integrated public
school choice programs;
• Develop strategies for improving public school choice options to
maximize desegregation efforts and effects;
• Market and promote public school opportunities to individuals and
groups that can contribute to desegregation goals;
• Market and promote public school opportunities to Hartford and
suburban students to maximize participation in programs which will
contribute to meeting desegregation goals;
• Market and promote public school opportunities to local boards of
education to increase participation in programs which will contribute
to meeting desegregation goals;
• Analyze achievement gaps in public school choice programs and
provide technical assistance to help programs to close any gaps;
• Assist public school choice programs with strategies to increase
opportunities for Hartford students to benefit from reduced isolation
settings;
• Develop, implement and revise as necessary strategies for assisting
magnet schools to rapidly strengthen programs to meet Sheff
desegregation goals;
• Monitor enrollment in public school choice programs; analyze data to
detect patterns, trends and anomalies;
• Review and monitor magnet school budgets;
• Make specific recommendations around program improvement to increase
the academic achievement of students participating in Sheff related
public school choice programs.
• Monitor contract compliance and recommend rewards, corrective
action, or sanctions.
QUALIFICATIONS:
Knowledge, Skills, Ability:
Knowledge of and experience with public school choice programs
including magnet schools, Open Choice, Interdistrict Cooperative
Grants and other interdistrict programs; understanding and knowledge
of school desegregation theory, practice and programs; extensive
experience in culturally-responsive education theory and practice;
ability to work as part of a program improvement team; effective
written and oral communication skills.
Minimum Experience and Training Required:
Education Consultant: An earned advanced degree and eight (8) years
of relevant professional experience or in lieu thereof, an equivalent
combination of experience and training as approved by the appointing
authority.
Associate Education Consultant: An earned advanced degree and five
(5) years of relevant professional experience or in lieu thereof, an
equivalent combination of experience and training as approved by the
appointing authority.
