(NAME-MCE) ELL and Reading First

I am looking for research being done on the appropriateness of Reading  First 
implementation using teaching methods that emphasize the 5 areas of  Reading 
as outlined by the National Reading Panel and Dibels or other kinds of  
testing that creates data about the effectiveness of discrete teaching of skills  
without at the same time offering such students a rich language  environment.
