WestEd, a nonprofit research, development, and service agency, works 
with education and other communities to promote excellence, achieve 
equity, and improve learning for children, youth, and adults. While 
WestEd serves the states of Arizona, California, Nevada, and Utah as one 
of the nation's Regional Educational Laboratories, our agency's work 
extends throughout the United States and abroad. WestEd has 14 offices 
nationwide, from Washington and Boston to Arizona, Southern California, 
and its headquarters in San Francisco.

The California Comprehensive Center (CA CC) at WestEd is part of the 
network of 16 regional centers recently established by the US Department 
of Education. These centers are charged with building the capacity of 
states to help districts and schools improve student achievement through 
implementation of the Federal No Child Left Behind (NCLB) Act.

There are three priority areas for the California Comprehensive Center:
1) supporting those working to build the capacity of districts and 
schools to improve student achievement, 2) building the capacity of the 
state and districts to support students with special needs, and 3) 
disseminating research-based and promising practices.

Position Description

The Senior English Learner Specialist position requires working in the 
three priority areas listed above. This position requires using proven, 
effective strategies to provide technical assistance and support to the 
California Department of Education, California school districts with 
sizable populations of English learners, and other appropriate entities. 
The successful candidate for this position will bring a wide array of 
expertise and experience in applied research, consulting, and 
collaborative technical assistance regarding the instruction and 
assessment of English learners, as well as evaluation and systemic 
improvement of educational services for English Learners. (Note: In 
addition to Oakland Office, location for this position may also be in 
WestEd's Los Alamitos or San Francisco Offices.)

Responsibilities

1. Provide consultation, technical assistance, and professional 
development on areas critical to implementing Title I, Title III, and 
migrant programs under NCLB. Specific areas include: EL program 
development and implementation; standards-based instruction and 
assessment; evaluation and continuous, systemic improvement of programs 
serving ELs; and the cultivation of strong internal accountability in 
educational systems for EL success.

2. Participate in developing and implementing long-term strategic 
initiatives to build the capacity of educators and educational leaders 
at state, district, and school levels to improve instructional and 
assessment policies and practices for English learners, particularly as 
these relate to achieving Title III annual measurable achievement 
objectives (AMAOs) and Title I adequate yearly progress (AYP).

3. Collect and analyze district and school data from multiple sources on 
student and teacher demographics, academic English language development 
(ELD), academic achievement in core subject matter, instructional 
programs and services (including structured English immersion, bilingual 
instruction, sheltered/scaffolded content instruction, and K-12 academic 
ELD instruction); synthesize, summarize, and present findings to 
colleagues and clients.

4. Participate in collaborative efforts with statewide and regional 
organizations that support schools and districts in addressing the 
educational needs of English Learners in California.

Qualifications

Masters’ degree is required (doctorate preferred) in education, policy
analysis, or related social science field.

A minimum of 5 years’ experience in district administration or 
experience in a state department or county office of education, with 
demonstrated expertise in the education of linguistic-minority children, 
is required.

Demonstrated knowledge of NCLB Title I and Title III and experience with 
federally funded programs; extensive knowledge of California state 
regulations and policies affecting the education of English Learners 
required.

Extensive knowledge and application of current research literature on 
instruction, assessment, evaluation, and accountability related to 
English Learners required.

Demonstrated knowledge of and experience with systems change strategies.

Ability to work effectively with clients, colleagues and organizations
across multiple projects.

Excellent oral communication, presentation, writing and 
group-facilitation skills.

Demonstrated experience working with diverse populations; oral and
written fluency in Spanish desired.
