ASSOCIATE EDUCATION CONSULTANT
ANNUAL SALARY RANGE:  $74,944 - $96,320

EDUCATION CONSULTANT
ANNUAL SALARY RANGE:  $81,269 - $103,824

The Connecticut Department of Education is currently recruiting for the
position of Education Consultant in the Bureau of Career and Adult
Education.  Job class and salary will be based on the credentials of the
candidate.

GENERAL STATEMENT OF DUTIES:

This individual will provide leadership and assistance in planning and
executing programs for the improvement of adult education services in the
state; assist in the development and administration of adult education
programs and services in local school districts under the provisions of
state and federal statues in order to expand educational opportunities for
adults to help them become more productive workers, parents and citizens;
provide technical assistance to ensure that the adult education programs
utilize effectively the database management system in order to present an
accurate and comprehensive picture of the local adult education delivery
system; serves as the Workforce Investment Act - Title II liaison to an area
Workforce Investment Board; does related work as required.

EXAMPLE OF DUTIES:

Develops and administers programs in local school districts; assures
compliance with state and federal legislation and regulations concerning
adult education and training programs through on-site monitoring, document
review, and evaluation of program proposals; provides technical assistance
to adult education and training programs in areas of fiscal management,
curriculum, instruction and assessment, evaluation, interagency
collaboration, data management and student services as assigned; reviews and
monitors annual expenditure reports and budget revisions to assure
appropriate use of local, state and federal funds; assists in the
development and review of grant proposals and the proposal process; assists
staff and district personnel in the use of the educational technologies and
software packages that relate to adult education instruction; analyzes data
and prepares progress reports; and works with other state and local agencies
and workforce investment boards.

QUALIFICATIONS:
Knowledge, Skill and Ability:

Considerable knowledge of the philosophy and methods of education with
particular emphasis on adult education; ability to plan and manage programs;
ability to prepare reports and conduct evaluations; ability to deal
effectively with people; considerable knowledge of Title II requirements
under the Workforce Investment Act; considerable knowledge of management
information systems; and ability to prepare manuals, reports and
documentation.


Minimum Experience and Training Required:

Education Consultant:  An earned advanced degree and eight (8) years of
relevant professional experience or in lieu thereof, an equivalent
combination of experience and training as approved by the appointing
authority.

Associate Education Consultant:  An earned advanced degree and five (5)
years of relevant professional experience or in lieu thereof, an equivalent
combination of experience and training as approved by the appointing
authority.

Preferred Experience and Training:

Significant experience and training in organizing and managing educational
programs, especially for the adult population.
