Hi. What a great question!

I think much depends on how you define "institutionalized teacher 
education". For example, when I read your post, I immediately thought of 
Sesame Street (born in 1969) and Marlo Thomas's project "Free to be You 
and Me" (1972). Not formally "teacher education", but more popular 
education, the aims were to address multiculturalism, no? And certainly, 
educators embraced these venues.

In Canada, multiculturalism became an official government policy in 1977 
and was enacted into legislation in 1988. Between 77 & 88, lots was done 
to promote the notion and entrench it into teacher education, with the 
feds providing funds for resource development and training.
