DATA PROCESSING TECHNICAL ANALYST 3
ANNUAL SALARY RANGE: $63,059 - $81,171
The State Department of Education is currently is recruiting for a Data
Processing Technical Analyst 3 position in the Bureau of Information
Technology.
Note: This position will be filled by a Data Processing Technical Analyst 3
seeking a lateral transfer or by a candidate who appears on the state
certified examination list for Data Processing Technical Analyst 3.
Candidates must meet one of the above requirements in order to be considered
for appointment to this vacancy.
EXAMPLES OF DUTIES:
Configures and installs host based application packages; provides advanced
level database support and troubleshooting; designs, installs, tunes and
maintains integrity of major host based database; develops and implements
system programming standards; design and implement complex web based
application systems; lead project teams in the implementation of these
systems; evaluate new technology strategies for delivering application
systems for local school district use; provide technical support to local
school districts on web based application problems; diagnoses host system
problems and develops and coordinates resolutions; evaluates and tests new
hardware and/or software; makes recommendations for hardware and/or software
purchases; determines interface and utility requirements and creates design
specifications; acts as liaison to hardware and/or software vendors, system
developers, programmers and management; develops and implements network and
system security guidelines; makes recommendations for migration and upgrade
directions; trains operators, system developers and users on new procedures;
conducts technical training programs for data processing staff; may act as
project leader overseeing other technical staff and support personnel;
performs other related duties as required.
MINIMUM QUALIFICATIONS REQUIRED
KNOWLEDGE, SKILL AND ABILITY:
Considerable knowledge of principles, problems and techniques of data
processing and data communication operations; considerable knowledge of
methods and procedures used to conduct detailed analysis and design of
computer systems; considerable knowledge of complex computer operating
systems; knowledge of principles and techniques of systems analysis, design
and development; knowledge of network protocols and architecture; knowledge
of practices and issues of systems security and disaster recovery; knowledge
of applications systems development principles and techniques; knowledge of
principles and practices of data base management; considerable oral and
written communication skills; considerable technical problem solving skills;
considerable analytical skills; interpersonal skills; considerable ability
to analyze and resolve operational and communication problems; ability to
analyze and debug complex software programs.
EXPERIENCE AND TRAINING:
General Experience:
Eight (8) years' experience in computer operations, programming, systems
development or technical support.
Special Experience:
One (1) year of the General Experience must have been at an advanced level
responsible for performing a full range of complex technical support
functions including one of the following: assisting in the design,
implementation and management of a major communication network; providing
technical and administrative support for a WAN or mini-computer system;
assisting in the installation and maintenance of major sub-systems or
installing and maintaining other host and/or network software. This is
interpreted at the level of Data Processing Technical Analyst 2.
Substitution Allowed:
College training in management information systems, computer science,
electrical engineering, may be substituted for the General Experience on the
basis of fifteen (15) semester hours equaling six (6) months of experience
to a maximum of three (3) years.
Note: The term major and complex are defined by the Bureau of Human
Resources using a variety of factors which depend on the existing
environment.
In this position, candidates must have experience in developing and
supporting computer applications utilizing Microsoft Visual Basic, Microsoft
Access, Microsoft Visual SourceSafe, ASP, ASP.Net and Microsoft SQL Server;
ability to develop reports from data in various database sources; knowledge
of database design techniques and implementation utilizing Microsoft SQL
Server.
