PROGRAM DESCRIPTION: 

The High School Equivalency Program (HEP) is sponsored by the US
Department of Education and the College of Education at the University
of Oregon. HEP provides an alternative educational opportunity for
migrant and seasonal farm-worker men and women, ages 16 years and older,
from throughout the Northwest to obtain a high school diploma
equivalency degree (G.E.D.) The HEP Program provides vocational guidance
and counseling to help the students make career choices and includes
placement services. HEP has been in existence for thirty-seven years
with similar programs operating on twenty major university and college
campuses throughout the country. We are seeking a person with
multi-cultural sensitivity, particularly one who has worked with
students of Spanish-speaking backgrounds, is bilingual/bicultural, and
has experience working with at-risk youth of color.

BASIC FUNCTION: 

The director has overall responsibility for all program components:
fiscal and office management, recruiting, instruction, counseling,
placement, community relations and student housing. In addition, the
director is responsible for hiring and dismissal of staff. The director
is the liaison between HEP and the University of Oregon, as well as with
state and federal agencies. The director is also responsible for grant
writing and completing annual program performance reports.

This position requires a person who is bilingual in English and Spanish
and who is culturally sensitive to youth of color.

The director will also be required to do vocational and personal
counseling bilingually in English and Spanish. Additionally, the
director will teach GED level social studies bilingually six class hours
per week.

SPECIFIC DUTIES: 

The functions and responsibilities of this position will include but not
be limited to the following:

1. Write the grant to comply with the Federal Department of Education
regulations. The program grant is written on a five-year basis. Each
year the director is responsible for completing a continuation grant
report and progress report; this deals with all fiscal matters and
includes budget management.

Communicate regularly with the Federal Department of Education and the
University of Oregon College of Education staff regarding programmatic
issues and concerns. Establish and maintains internal and external
communication system. 

Responsible for supervision of five staff; this includes hiring, staff
performance evaluations, taking necessary disciplinary action, and being
supportive of all staff members and students. 

4. Coordinate/monitor recruiter's activities to ensure networking and
outreach is maintained with referral agencies, school districts, parent
groups and other organizations.

5. Assist in the development and coordination of new placement sites in
the various communities where students are recruited.

6. Coordinate/monitor program effectiveness on an on going basis and
make changes as needed to improve services to students.

7. Maintain communication nationally with other programs and HEP
directors.

Provide counseling to students and staff and mediate staff and/or
student conflicts.

Have basic knowledge of vocational programs and financial aid
requirements for community colleges and universities.

Have a working knowledge of how to provide one on one counseling
(personal/vocational) with sensitivity to youth of color.

Develop and maintain accurate record keeping system for all components
of the program.

Coordinate all in-kind services provided by the University of Oregon and
the College of Education.

Participate in the extra-curricular activities such as field trips,
conferences, program presentations, graduation ceremonies, orientation,
community meetings, and university events.

Attend all weekly staff meetings and staff development sessions.

Create and participate in an atmosphere of cooperation and respect among
students and staff. Maintain professional standards of conduct.

Perform other duties deemed necessary by the dean of education.

QUALIFICATIONS:

1. MA degree in Sociology, Administration or Management or related
fields. Ph.D. preferred but relevant experience is an acceptable
alternative.

Successful work experience in managing programs for students of color or
programs specifically directed at students of color with an emphasis on
youth at risk.

Bilingual in Spanish/English, experience in a multicultural setting
preferred.

Willingness to travel throughout the state and region and have flexible
hours.

5. Travel is required. Successful applicant should have valid Oregon
driver license, ability to obtain one, or acceptable alternative means
of personal travel/transportation.


TERMS OF APPOINTMENT:

Instructor rank in the College of Education, .1.00 FTE,
$41,000.00-43,000.00 for a twelve-month contract, plus state system
benefits. Appointment dates approximately September 1, 2006.
